Veterans Outreach Program Specialist
Duties include, but are not limited to:
Establishes outreach service provision with military installations, Reserve and National Guard facilities within a designated geographical area. Provides transitional assistance program briefings to Military, reserve, and National Guard personnel transitioning from combat service/active duty to civilian life. Develops and distributes outreach materials to include brochures, fact sheets, web content, and other targeted information highlights Vet Center service and locations. Works with local and regional media including television, radio, and print media to alert newly returning service members and their families to Vet Center services and activities. Provides training and information to VA staff, other federal agencies and community agencies regarding both Vet Center service and the combat experience. Develops and maintains working relationships with a network of service provision agencies and individuals in all areas relevant to transitioning combat service members and their families. Maintains a liaison with veteran's service organizations, community groups, and others whose interest is in helping and protecting veterans, their families, and their representatives. Explains entitlements to transitioning GWOT, OEF, OIF, and OND veteran clients and their families. Identifies existing and potential problem areas, suggest solutions or alternatives to existing procedures which contribute to these problems. Acts to resolve problems, expedite services, or implement necessary corrective measures within established policies and where appropriate. Provides input into the conduct of, and may be responsible for the maintenance of the files and records pertaining to client surveys. Interacts with a broad range of individuals from various socio-economic classes; racial and ethnic backgrounds; and special populations (such as women and disabled veterans) many of whom will experience some degree of psychosocial readjustment problems or environmental alienation toward counseling/treatment settings. Establishes helping relationships with GWOT, OEF, OIF, and OND and their significant other, family, and friends. Serves as case manager for veterans of GWOT, OEF, OIF, and OND and their significant other, and families who are among the active case load of the Vet Center. Engages in a variety of community outreach activities that will promote the use of the services of the Vet Center. Prepares and maintains client records/administrative records and reports in accordance with program guidelines and policies. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Experience providing training and information to VA staff, other federal agencies and community agencies regarding both Vet Center services and the combat experience. Experience preparing and maintaining client records/administrative records and reports in accordance with program guidelines and policies. Experience handling acute psychiatric emergencies including those referred from psychiatrist, physicians, psychologist, emergency rooms, and the community. Experience interacting with a broad range of individuals from various social-economic classes, racial and ethnic backgrounds, and special populations. Experience developing and distributing outreach materials to include brochures, fact sheets, web content, and other targeted information. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have To qualify based on education for the GS-7 level, you must have one (1) full year of progressively higher level graduate education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position, as the education must be directly related to the position of Program Specialist; or a four year course of study leading to a Bachelor's degree with Superior Academic Achievement (S.A.A.) as defined below; or one year of graduate level education leading to a Master's Degree (Transcript Required). This education must have been obtained in an accredited college or university. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of specialized experience and education as described above to meet the qualification requirements (e.g., 6 months of specialized experience and 9 hours of graduate education as described above). The total percentages must equal at least 100 percent to qualify an applicant for that grade level. You will be rated on the following Competencies for this position:
